So on Memorial Day Weekend a buddy and I hit the Little Wood River above the dam. We were not far, maybe a mile or two, upstream of the reservoir. The water looked perfect - no high flows or washouts, very much wade-able - and the weather was real nice and sunny. We spanned a pretty decent stretch of the river, and got no strikes whatsoever, and there were a ton of perfect holes up against the bank that by all accounts should have had fish in them. Strangely, we didn't even see any minnows anywhere. It was weird - like it was a perfect trout paradise, and yet it was devoid of any fish (apparently).
I know that the upper part of the river holds fish. So what were we missing? Wrong time of year? Or what?

That does seem strange. Like you mentioned, even on poor fishing days the minnows are at least visible.
I've struggled similarly as well as others on many stretches of the Moyie river up here. Only difference is I see minnows, just never land anything over about 6"... haha, but I know there is bigger stuff in there!
